Grainger county is the only Tennessee county named after a woman, Mary Grainger Blout, wife of Governor William Blout. Rutledge is a part of the Morristown Metropolitan area and was established in 1797. The area was named after General George Rutledge. At this time Rutledge was the first municipality to have its own police department.

This Folk Victorian style church has Gothic Revival details like stained glass and old brickwork. The area also has a replica of an 1820s tailor shop operated by Andrew Johnson, which was originally located in Greeneville, Tennessee.
